Pre-Order 2027 Highmark D-SNP Sales and Enrollment Materials
Highmark has announced that 2027 sales and enrollment materials for Highmark Wholecare in Pennsylvania and Highmark Health Options Duals in Delaware and West Virginia are now available to pre-order through Fineline.
- Place pre-orders by Friday, September 11, to receive materials by September 25.
- Orders must be submitted by September 24 to receive materials during the week of September 28.
- Additional customizable sales resources, including the Benefit Matrix, will be added to the Fineline shopping cart as they become available. Agents are encouraged to check back frequently for new materials.
How to Pre-Order 2027 D-SNP Enrollment Materials
- Log in to Highmark’s Producer Portal by clicking here.
- Select Fineline under Producer Resources.
- Select Marketing Materials, then choose Shopping Cart from the dropdown menu.
- Enter the email address and password associated with the Fineline shopping cart.
- For login assistance, contact the Fineline Help Desk at 877-909-9020 ext. 334 or helpdesk@finelineprintinggroup.com.
- Select the state that corresponds with the region for which materials are being ordered. After filtering by state or region, agents can use the options on the left side of the page to narrow results by material type and language. The banner at the top of the cart may also be used to navigate available resources.
Highmark will continue adding materials throughout August and into September.
West Virginia Medigap Under-65 Eligibility Changes
Highmark has updated the eligibility requirements for new West Virginia Medigap enrollments to better align with the state’s market.
Effective July 1, 2026, Highmark only accepts new applications for its West Virginia Medigap plans from individuals who are age 65 or older or within six months of turning 65.
Agents should be aware of the following:
- Individuals younger than 64 years and six months are no longer eligible to apply for a Highmark Medigap plan in West Virginia. Applicants must now be at least 64 years and six months old. The previous Blue Cross Blue Shield exception no longer applies.
- This update does not affect existing Highmark Medigap members. Current members younger than 64 years and six months will retain their coverage without interruption.
- The revised eligibility requirement applies only to new applications received on or after July 1, 2026.
